The city council of the District of Columbia voted in November 2018 to commit the nation’s capital to 100% clean energy by 2032. The council included a provision authorizing carbon pricing of transportation emissions if similar policy is adopted in the two states where most of its commuters reside: Maryland and Virginia.

Both Maryland and Virginia are Virginia are members of the Transportation and Climate Initiative, and have joined a select group of TCI states to cap transportation emissions and trade emission permits in a system modeled after RGGI.
